Remuneration: Salary range between $88,701 and $94,166 plus 13% superannuation.

Role Overview

The Gympie Regional Council has commenced an ICT transformational program of work that will enable its services to be delivered in a competitive and digital economy. This role is one of a number of key roles that will assist in transforming the way the Council delivers its internal and community services.

The purpose of this role is to work across the entire Council to undertake the identification, analysis and documentation of current and future state business processes and requirements that will ultimately provide the required level of information to support systems enhancements and the development of a Digital Investment Strategy.

What we are looking for

For this 12 month fixed term position (with the possibility of extension of term), Council is seeking the skill and expertise of a motivated and driven individual who has the ability to view processes and business requirements through an analytical and problem solving lens.  As Senior Business Analyst, you will be responsible for tasks such as:

  • Lead and undertake business analysis activities within a large ICT program/projects environment including the authoring of Concept Briefs, Business Cases, Business Requirements Specifications, System Requirements Specifications, options and evaluation papers.
  • Lead the quality evaluation and testing of vendor delivered applications, systems and software via established and endorsed testing systems and strategies.
  • Assess the efficiency and effectiveness of existing business operations and workflow to establish a base for developing improved structures, processes and systems within the operational environment.
  • Participate and assist in implementation and continuous improvement of the business analysis framework.
  • Lead and ensure Use Case Modelling activities within system requirements activities and operational reviews comply with approved standards, methods, tools and notation.
  • Contribute in the development of project plans, including the identification of project risks, issues and mitigation strategies impacting solution delivery
  • Actively participate in and provide a support and mentoring role for other business analysts within the program/project(s) including peer reviews and quality assurance activities.
  • Initiate, influence and maintain relationships with and between internal and external stakeholders, facilitate effective communications and foster relationships across program/projects.

To be successful in this role, candidates will require:

  • Demonstrated experience leading and managing business analysis activities including gap analysis skills of current and future business process demands.
  • Demonstrated conceptual, analytical and problem solving skills.
  • Demonstrated ability to lead, mentor and work within a multi-disciplinary team, and build effective relationships.
  • Demonstrated experience leading business process modelling and use case modelling activities preferably using Business Process Modelling Notation (BPMN v3) and the application of Six Sigma methodology.
  • Knowledge and ability to provide sound advice and recommendations on business analysis techniques and methodology.
  • High level ability to negotiate, consult, facilitate and communicate effectively in a complex program/project environment.

A minimum of 5 years experience or more in a complex ICT business analysis environment, coupled with demonstrated relevant industry experience in BPMN (v3.0) and Six Sigma methods will be highly regarded.
