The Australian Competition and Consumer Commission (ACCC) has released a new discussion paper inviting further comment on four measures developed by Telstra under its migration plan.

The ACCC says the measures are intended to provide appropriate protections to consumers and competition during the migration from Telstra’s copper and HFC networks to the NBN service. Telstra was obliged to develop the measures and seek the ACCC’s approval after the company earlier failed to achieve approval of its first lodgment of the migration plan.

The discussion paper focuses on Telstra’s NBN Co Information Security Plan, which details how the telco will secure confidential information provided to it by the NBN under the Definitive Agreements.

The ACCC is also seeking comment on three measures that relate to the processes used by Telstra when disconnecting services from its copper and HFC networks on the disconnection date.

Interested parties are invited to make written submissions on the discussion paper by 5pm on 14 December 2012.

The discussion paper is available on the ACCC website at http://www.accc.gov.au/content/index.phtml?itemId=1082236
