EL 1 Capability Analyst 

$111,441 - $125,705 (EL 1) + Super and 10% BDCP

The Role

Chief Information Officer Group (CIOG) develops, adapts and advances ICT capabilities to support the Defence mission and Australia’s national interests. The Department is looking to recruit Executive Level 1 (EL 1) Capability Analysts to utilise your leadership, analysis and innovation skills. We seek to create digital value by supporting Defence technology users to create digital solutions to warfighting problems. 

Capability Analysts are strongly motivated individuals who are future focused with excellent leadership and analytical skills. They have the drive, integrity and passion to complete challenging and exciting work that directly contributes to our national security including major capabilities such as submarines, long-range fires, sea power, land power, air power and cyber programs. 

We will be creating a merit pool to fill existing and future vacancies across CIOG and Defence over the next 18 months.
The additional payment is a Building Defence Capability Payment (BDCP) which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Enterprise Agreement (EA) to some or all of the jobs within a critical occupation(s) or discipline within a workplace. 

Applicants engaged into a BDCP position must consider the following. BDCPs provide remuneration in addition to the Defence Enterprise Agreement (EA). This arrangement is subject to meeting eligibility criteria and is subject to annual review. Should your performance fall beyond requirements or the eligibility criteria not be met, your eligibility for the BDCP may be reviewed and ceased. 

It may also be ceased should you change positions or the requirement for the BDCP is no longer necessary, as determined by Defence. Should the BDCP be ceased you will be advised and your BDCP additional payment will cease.

Our Ideal Candidate
An EL1 Capability Analyst will exercise a considerable degree of independence, have demonstrated excellent leadership skills within a diverse and integrated workforce of capability-focused professionals and is responsible to achieve complex capability development work.

Additional key attributes we are looking for include:

  • In-depth understanding of Australia’s strategic policy, knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements.
  • Accountable for leading a team, managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating work outcomes.
  • Lead and be accountable for the development of timely and high quality agendum, issues papers and minutes for capability committees and ministerial and cabinet submissions relating to capability development. 
  • Implement broader Defence policy and strategic objectives; influence the improvement of capability development processes including government approvals.
  • Evaluate, independently analyse and provide advice on capability proposals, including assessments of the strategic context, capability options, resource implications, risks and acquisition strategies.
  • Build and sustain collaborative relationships with internal and external stakeholders and negotiate effectively to deliver business outcomes.
